　　名詞解釋：稅負痛苦指數(shù)(Tax Misery Index)也叫稅收痛苦指數(shù)是根據(jù)各地的公司稅率、個人所得稅率、富人稅率、銷售稅率/增值稅率，以及雇主和雇員的社會保障貢獻等計算而得，指數(shù)越高意味痛苦程度越高。2011年8月，美國《福布斯》雜志推出了2011年全球稅負痛苦指數(shù)排行榜，中國內(nèi)地排名全球第二。

　　The Chinese mainland has ranked number two in Forbes Magazine"s "Tax Misery Index" for the second year running.

　　Yang Tao, vice director of the Monetary Theory and Policy Office of the Institute of Finance and Banking under the Chinese Academy of Social Sciences, said that the calculations used failed to take into account the differing situations of each country, and therefore gave an unfair comparison.

　　中國社科院金融所貨幣理論與政策研究室副主任楊濤稱，這個榜單未能考慮到不同國家的不同情況，所以這種比較并不公平。
